Re: "Bright,shiny things are not a priority," letter, Jan. 5.

To focus on a sophisticated and expensive light rail system at this time is misguided. We absolutely need to focus on our current responsibilities to repair and replace and commit to a bona fide maintenance program for existing amenities and infrastructure. If we don't address this issue now, it will likely never be adequately addressed.

The older core neighbourhoods in Langford have roads that are breaking up, ditches with plugged culverts, no curbs or sidewalks and few public drainage systems, all equalling millions of dollars in unfunded existing infrastructure maintenance needs and needed core neighbourhood capital projects.

If irresponsible decisions continue to be made in our region on spending on questionable mega-projects like sewage treatment and the light rail we will have created a financial pit from which we will never escape.

Citizens in Greater Victoria should let our elected officials know we want them to focus on these matters immediately. Our elected officials need to stop this foolishness and get real.

The following provides information about the CRD’s wastewater treatment program in response to Mr. Newcombe’s opinion, “Sludge grudge.”

The Capital Regional District’s liquid waste management plan for the seven core municipalities provides the flexibility required to integrate the residual resources with the CRD’s municipal solid waste program as it evolves over the next decade. The evolution in the municipal solid waste program will include the diversion of organic waste from the landfill and the implementation of a municipal solid waste waste-to-energy facility.

The CRD’s approved liquid waste management plan calls for the sludge to be processed using high temperature anaerobic digestion. This is a safe, proven and very effective sludge processing method that is used across North America and Europe. Digestion increases the removal rates for emerging chemicals of concern and metals. It also reduces the overall sludge volume and the process produces valuable resources that include phosphorous, biogas and a pasteurized product called biosolids.

Optimum environmental benefits occur when the biogas is used to displace natural gas and when the biosolids are used as a fuel substitute to displace coal. Maximizing the utilization of these two resources in this manner will result in the wastewater treatment project having a negative carbon footprint more than 5,000 tonnes of CO2 equivalent every year.

The liquid waste management plan provides flexibility to integrate with the municipal solid waste program through co-digestion of the sludge with some of the organic waste like fats, oils and greases. It will also provide an opportunity to utilize the biosolids in a future waste-to-energy facility to create additional electricity and heat. The future diversion of organic waste from the Hartland landfill will provide a valuable soil amendment product for local farmers.
